Jefferson County

Jefferson County licenses nine listed trades through its Code Enforcement Division, and roofing is not one of them. That is the county's contractor licensing rule rather than a permit rule: whether a particular re-roof needs a building permit, and which authority issues it, depends on the address.

The City of St. Louis requires contractors working in the city to hold a Construction Industry Contractor Graduated Business License.

St. Louis County

St. Louis County does not require a building permit for a like-for-like replacement of asphalt shingles on a roof sloped 4:12 or steeper. The county requires a permit when the slope is under 4:12, when more than a quarter of the roof sheathing needs replacing, or when the covering changes material — and work that needs no permit must still meet the county's codes. That rule applies where the county enforces the residential code: unincorporated St. Louis County and the municipalities that contract with the county for it. Other municipalities have rules of their own.

It states no roofing-specific requirement, and a municipality inside the county may have requirements of its own.

Do you work with insurance claims?: We document the storm damage and write a roofing estimate you can give your insurer. We are roofers, not adjusters, and we never pretend otherwise.
Do I need to be home for the inspection?: For the outside look, usually not. For going through what we found, it helps — and we confirm any visit time with you either way.
